Both speaking and writing should be done simultaneously. Both are important. In fact, Speaking, listening, reading and writing all should be done simultaneously to have good command over the language.

To learn Japanese, it is better to have understanding of both speaking and writing. Without learning how to write, you will not be able to read and will have limited understanding of sentences and words . In short, you can't get fluent in Japanese.
